However, per the current choice, the heavy flooding is one of the examples of extreme weather changes.
    2. The original choice does not mention the site of the heavy rains. It just says that the heavy rainscaused flooding in the state of California. But this choice says that the rains in California caused flooding.
    3. Per the original sentence, heavy rains caused the damages of more than $2 billion. However, per this choice, the heavy flooding caused the damages.

Choice D

Incorrect

1.  Meaning Errors

    1. This answer choice distorts the intended meaning as it reverses the cause-and-effect relationship between the heavy rains and the flood. The original sentence logically says that the heavy rains led to floods in California. However, this choice illogically says that the heavy flooding led to rains in the state. This is clearly meaning error.
    2. The original choice does not mention the site of the heavy rains. It just says that the heavy rains causes flooding in the state of California. But this choice mentions the site of heavy rains as California, distorting the original meaning.
    3. Per the original sentence, heavy rainscaused the damages of more than $2 billion. Per this choice, the heavy flooding did so.

2.  Modifier Error

The verb-ing modifier causing… illogically modifies the preceding noun entity the state of California, conveying that the state of California caused more than $2 billion in damages.  However, per the intended meaning, we know that it’s the flooding that caused the damage and not the state of California.

Choice E

Correct

This choice not only corrects both the errors present in the original sentence, but also, conveys the intended meaning clearly. Therefore, this option is the correct answer.
